Rosarito Is Rebuilding Around Its Fighters

A fight scene is not only its fighters. It is a sanctioning body that will licence a card, a promoter willing to rent a room, a venue that will take the booking, and a gym that puts people in it. Playas de Rosarito, the fifth municipality of Baja California, has spent the last two years rebuilding those four things at once, and the sequence is legible enough to follow in public documents.

The institutional layer

The municipal Comisión de Box, Lucha Libre y Artes Marciales Mixtas of Playas de Rosarito was ratified for the 2024 to 2027 term. As of 1 August 2026 its president is Luis Alberto Muratalla Olivas, and its commissioner for mixed martial arts is Edgard Bernabé López Burgueño.

What the commission described at ratification is administrative rather than promotional. Its president set out alliances that would let professional boxing bouts be entered on a record-keeping platform, so that local boxers' professional records exist somewhere they can be checked. That reads as paperwork, and it is the part of a scene that decides whether a career built at home is visible anywhere else. The promotion

Clash of Warriors: Summer Battle 2025 was staged on 12 July 2025 at the Auditorio Municipal Ernesto Ruffo Appel in Rosarito, presented as the return of mixed martial arts to the municipality. The card carried four professional Muay Thai and mixed martial arts bouts plus an amateur block of regional fighters, with the first bout at six in the evening and general admission from 350 pesos. Guillermo Figueroa is the promotion's executive director.

The shape is familiar from the other side of this corridor. A short professional top, an amateur block underneath it, a municipal auditorium rather than an arena, and a ticket priced for the town rather than for visitors. It is the same structure the amateur circuit in Tijuana runs on, at a smaller scale and a year behind.

The fighter

José Ruelas of Rosarito returned on that card after three years out of competition, meeting Carlos "Changuito" Calvo of Costa Rica at 170 pounds. El Imparcial described him as a former CMB super welterweight champion. ZETA Tijuana reported his combat record as 18-2 in July 2025.

One note on that figure, because it is the kind of number that travels badly. The 18-2 is a combat record as ZETA reported it in July 2025, spanning Muay Thai and mixed martial arts. It is not a sanctioning-body mixed martial arts record, and his entry on the mixed martial arts databases carries a separate and shorter one. Both can be accurate at once; they count different things. This page carries the reported figure with the reporter attached to it, and no combined total of its own invention.

The gym

The association listed for Ruelas on the mixed martial arts databases is Ludus Viveros. That is the whole of what a public source establishes about the room, which is why its page on this site is short and says so.

The leg that is still missing

Set against all of that is one career that runs the other way. Yazmín Jáuregui moved from Rosarito, Baja California, to Tijuana to train full time in mixed martial arts, and Raúl Arvizu received her at Entram Gym. As of 1 August 2026 she is 11-2 as a professional and fights for the UFC out of that Tijuana room, with a September bout booked.

That is the gap the commission, the promotion and the gym are working against. A coast can produce a fighter and still not be able to keep her, because keeping her requires daily training at a professional standard, and that has been an hour's drive away. Nothing sourced here shows the gap closed. What the last two years show is a municipality building the parts that would let it close.
